Military Circle Comes Down, a New District Goes Up
The city owns the roughly 74-acre former Military Circle mall site and expects to start demolition in October 2026. Plans call for a new library and fitness center first, with a larger mixed-use redevelopment to follow. This is one of the biggest blank canvases in Hampton Roads, and it is worth watching if you invest near the Norfolk/Virginia Beach line.
Downtown Norfolk Keeps Reinventing
MacArthur Center is being re-planned around hotels, residential, street-level retail, and a push to bring a grocery store downtown. The $750M HeadWaters Resort and Casino near Harbor Park opened an interim casino in November 2025, with the full resort expected around 2027. The 273-unit Gravity on 400 at Waterside finished in 2025, adding real energy downtown.
St. Paul's Is Becoming "Kindred"
The Tidewater Gardens public housing site is being rebuilt as the mixed-income Kindred community with flood-mitigation parks and waterways, a model for how flood-prone neighborhoods can be remade. The next phases are targeting completion through 2026. For investors and first-time buyers alike, this part of the city is transforming.
The Tide Still Connects It All
