When people ask me where to find value in the Virginia Beach real estate market, I do not just point them to the most expensive neighborhoods. Some of the best opportunities are in areas that are still being discovered. After 24 years and over 1,000 transactions here, I have watched whole parts of this city transform. Here are the up-and-coming Virginia Beach neighborhoods worth your attention in 2026.
What Makes a Neighborhood Up-and-Coming?
A neighborhood qualifies as up-and-coming when it shows above-average appreciation, new development or reinvestment, improving schools or amenities, and a growing sense of community energy. These are not the established luxury areas that have already peaked in price. They are the places where smart buyers get in before the wider market catches on.
In Virginia Beach, several districts posted impressive assessment growth in 2025 heading into 2026. The Pungo, Sandbridge, and Princess Anne South area (District 2) led the city with 7.77% assessment growth. Areas like Kempsville Providence Pointe posted 13.78% appreciation. These numbers tell a story of where demand is moving.
Burton Station: Major Development Inbound
Burton Station is one of the most talked-about areas in Virginia Beach right now, and for good reason. Significant development plans are in motion, including new residential construction, mixed-use commercial space, and infrastructure improvements. This area sits near the intersection of major roads with convenient access to the interstate, Naval Air Station Oceana, and the Virginia Beach Town Center. Homes here are still priced below the citywide median, which gives buyers room for equity growth as the area builds out. For buyers looking at homes for sale in Hampton Roads with long-term appreciation potential, Burton Station deserves a hard look.
Pocahontas Village: Suburban Charm Meets Urban Access
Pocahontas Village offers the best of both worlds: a quiet suburban feel with quick access to Norfolk and downtown Virginia Beach. This neighborhood features established homes on larger lots, a strong sense of community, and price points that still feel reasonable compared to Great Neck or the Oceanfront. Young families and first-time buyers are gravitating here because they get more square footage and a bigger yard for their money. If you are buying a home in Virginia Beach and want to stretch your dollar, this is one of the first areas I show my clients.
The ViBe Creative District: Urban Energy and New Development
Anchored by the new Atlantic Park entertainment destination, the ViBe Creative District has transformed from a quiet arts enclave into a dynamic live-work-play neighborhood. This area around 17th to 22nd Streets near the Oceanfront is seeing new condos, townhomes, and mixed-use projects rise alongside art galleries, breweries, and independent restaurants. Prices here are higher than other up-and-coming areas, but the walkability and cultural energy are unmatched in Virginia Beach. For buyers who want to be in the middle of it all, this is the place.
Chic's Beach: Coastal Appeal Without the Premium
Stretching along the Chesapeake Bay just north of the resort area, Chic's Beach (sometimes called Chicks Beach) has always been a locals' favorite. It offers the same saltwater access as the Oceanfront but with a fraction of the crowds and lower price tags. Older cottages and ranch homes sit alongside new renovations and infill construction. As more buyers discover this stretch of sand, prices have been climbing steadily. If you want a beach-adjacent lifestyle without paying Oceanfront premiums, Chic's Beach is rising fast.
Kempsville: Consistent Value and Strong Demand
Kempsville is not new, but it is experiencing a strong resurgence. Centrally located with easy access to the interstate, Kempsville offers solid mid-century homes, mature trees, and an established suburban feel. The Providence Pointe area within Kempsville posted some of the highest appreciation numbers in the city, with 13.78% growth. Buyers are realizing they can get more home for their budget here than in the resort or Great Neck areas, and they are willing to do a modest renovation to make the house their own. For a realtor in Virginia Beach who knows this area well, I can tell you Kempsville has been one of my most-recommended areas for value-focused buyers in 2026.
Pungo: Room to Grow
If you want acreage and a rural feel while still being inside Virginia Beach city limits, Pungo is where to look. This agricultural community at the southern end of the city is experiencing steady growth as new residential subdivisions fill in. The trade-off is a longer commute to the naval bases and employment centers, but the payoff is significantly lower home prices and a tight-knit community atmosphere. Pungo posted the highest assessment growth district-wide, and I expect that trend to continue.
Green Run and Little Neck: Double-Digit Appreciation
Green Run and Little Neck have both seen double-digit appreciation, making them standout performers in the Virginia Beach market. Little Neck offers waterfront living on the Lynnhaven River at more accessible prices than the higher-profile waterfront neighborhoods. Green Run, with its central location and variety of housing styles from townhomes to single-family detached homes, is attracting a diverse mix of buyers from first-timers to investors. Both areas are worth comparing when you look across the broader Virginia Beach neighborhoods.
How to Choose the Right Up-and-Coming Neighborhood
The right neighborhood depends on what matters most to you. If you want walkability and urban energy, look at ViBe Creative District. If you want the beach without the premium, try Chic's Beach. If you want space and equity growth, Burton Station and Pungo are excellent bets. If you want a proven track record of appreciation with established infrastructure, Kempsville and Pocahontas Village are strong choices.
